Customs administration has just amended the internal policy ruling the customs body. In this document, new measures have been introduced in order to strengthen inner control and reduce duration of personnel movement in some positions, indicates the customs human resources manager M. Boudjaltia Djazouli. This new provision due to be fully implemented by the end of the year” along side with the setup of new customs regulation, has turned as badly needed for clearance proceedings and reorganizing some customs services that may be source of corruption and embezzlement he explains . This new procedure deals with the customs officer daily behavior while in touch with citizens or the administration as well as on customs ethic indicates the same responsible, underlining that “any over passing will be severely punished “ in accordance to this new disposition . While declaring the former document as irrelevant, M. Djazouli indicates that the amended section foresees responsibility sharing between customs officer and his ranking chief in case of infraction : “ If an officer commit an over passing , his chief will be punished at the same degree for failure in control over his subaltern. Warned he, adding that responsible are called upon , in the light of this new regulation to report on their duties as well as on their subordinates “However, the sanction of the chief is only pronounced after naming responsibilities says he “we are going to use firm rigor if needed so to punish . But before to call upon sanctions, one is to use prevention first thanks to inter control so to pinpoint illegal facts. The other amendment brought to the former document deals with personnel movement and slight turnovers in some positions that may cause problems. The mobility duration stands presently between l to three years is to be reduced to six months for some “sensitive” positions as the one of clearance officer in charge of clearing declaration of merchandises at the level of ports and airports. This measure is to put an end to immobility in some customs positions who still stick by their position for thirty years. Such situation is always source of risks .The Customs manager is on the way to review the liquidator missions so to introduce a double control in the clearance processing of merchandises while fueling another independent control over agents. Resuming customs modernizing reforms, M. Djazouli has underlined that they aim “ to preserve the customs ethic “ the rigor and discipline in this job”, such conditions are to help in building new era .
